At the informal conference, each person objecting to the approval of the application shall set forth the grounds for the objection. Similarly, the applicant, and any other person supporting the issuance of the application, shall present the grounds necessary to support the issuance of the application. Any interested person may participate in the informal conference by submitting a written brief presenting his position or by appearing in person. Any issue raised orally, that was not previously submitted in writing, by any party at the informal conference shall be submitted in writing to the Division by such party within 5 days after the informal conference. The parties to a subsequent hearing before the Board may not present any claim supporting the approval or denial of the application unless such claim was first presented to the Division at the informal conference. The Board, or its designated pre-hearing conference officer, may, in its discretion, grant an exception to this provision for good cause shown.
