All issues and concerns
appear to have been addressed fully by the applicant to meet the Construction Materials
Rules and Regulations.
This Office. has calculated the estimated costs for final reclamation of the site based on the
submitted plans. A review of the tasks submitted by the applicant shows they are the
same as those figured by staff. The major difference between the two estimates is that
the Division must bond for secondary seeding and mobilization. The Division uses a 50%
failure rate for the Grand Junction / Moritrose area which created the disparity between
the two estimates. Please review the enclosed estimate and notify staff of any errors or
clarifications that may have an impact on the calculations. Staff's initial estimate for total
reclamation of the site is $100.500.00.
If the applicant accepts this estimate, verbal verification is all that is required to finish the
application review process. The Decision date for the conversion is February 18"', 2004.
If you need additional information, please contact me at the Division of Minerals and
Geology; Grand Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado
81501, telephone no. 970.241.1117.
Sincerely
G.
