.~
..-~-. .
San Luis, Co 81152
Nov. 29, 1989
• ~II II~II~II~~~~~ ~I~
R~~9!-~~
p ~ C i 1999
MINED LJal~at~
RECLAMATIbl~ ~i~V1800,1
Mined Land Reclamation Board
1313 Sherman St. Rm 423
Denver, Co 80233-2273
Dear Sirs:
BATTLE MOUNTAIN GOLD COMPANY has proposed to strip mine the Rito
Seco Creek area in Costill,County, and I as a concerned citizen
would like to file an official protest concerning the mining
application. My protest is under the Company's E. RECLAMATION
section. My reasons for protest are the following:
The Sangre de Cristo Mountains are the singular beauty of the
Southern section of the San Luis Valley area. Aesthetically,
they add a trully beautiful and valuable asset to this area
of our State. Based on this, the EDA (Economic Development
Assoc.) has begun a long range plan for implementation of
community, county, and private projects to boost the average
income of the per capita income in [he San Luis community.
The polution, from dust; the noise factor from the machines,
the total activity of a mining project of this magnitude, will
easily win out over the slower building of credibility and
small ventures in turism and spiritual and cultural projects.
It is my hope that a consideration for the true values of the
area, in natural beauty, inviornmental conservation, lend
preservation of wild life will be the true heritages we will be
able to hand on to other generations.
Therefore I believe that an Enviornmental Impact Study needs
to be done and submitted by an appropriate government agency
before the mining takes place.
Secondly, for such a vast project as the mining company is
projecting it is imperative that the population of San Luis
should be present in this matter and therefore I am also re-
questing that a Formal Public hearing be held in San Luis
early in 1990.
Thank you for taking these proposals into consideration. I
am confident that with complete and careful processes in
protecting the people and their rights in these important
steps there will be an openness to future ventures in the
San Luis area.
Gratefully, ,
i ,~,
~/~~/~ ~!=~/h
ister Te a Jaramillo, SCMM
