This technical revision is submitted incompliance with Abatement <br />Requirement No. 6 which was imposed pursuant to the enforcement actign taken by the <br />Division at the San Luis facility. BMR is submitting the enclosed technical revision to <br />address the requirements set forth in the fourth paragraph of Abatement R~yuirement No. <br />6. In particular, the enclosed plan identifies a general approach to developing a <br />groundwater containment plan which is consistent with your conversations with Dean Massey <br />on this issue. BMR intends to submit more detailed information concerning groundwater <br />containment to the Division, if necessary, following the collection and evaluation of the <br />additional groundwater data described below. <br />Abatement Requirement No. 6 requires BMR to "develop and submit a tailings <br />effluent leakage interception, containment and treaunent plan, to be implCmented in the <br />event of contaminant migration from the tailings area. This contingency response plan <br />should specify methods to remedy contamination of groundwater, surface water and soil." <br />As the attached technical revision indicates, BMR's development of a detailed approach to <br />address groundwater containment will occur in two phases. During the first phase, <br />information on local aquifer characteristics which will be developed following implemen- <br />tation of the groundwater monitoring plan modification which BMR submitted to the <br />Division on May 29, 1992 and is currently pending approval by the Division. Once the <br />Division approves the proposed modification, BMR will install the additional well(s) <br />
