This rider brings the total <br /> amount of bond held by the State of Colorado for the Yankee Gulch Sodium Minerals Project, Permit <br /> No. M-99-002, to$236,424.00 and the total amount of bond held by BLM and the state under the <br /> provisions of Rule 4.2.1(8), Hard Rock/Metal Mining Rules, to $4,450,424.00. <br /> The bond amount currently in place authorizes American Soda to complete the construction associated <br /> with the Piceance Site upgrade facility and access road, the 0-5 year mining panel, and to maintain the <br /> existing test mine facility disturbance. The current bond also authorizes the drilling of up to a total of <br /> 29 solution mining wells, including the three existing solution mining wells at the test miner Solution <br /> mining wells in addition to the initial 29 authorized installations may only be drilled on a one for one <br /> basis if retired wells have been plugged and abandoned and the abandonment reports have been <br /> accepted in writing by the Division of Minerals and Geology, or if additional bond for production wells <br /> is posted by American Soda. The current bond does not authorize any disturbance in mining panels <br /> outside the 0-5 year panel. Please also note that American Soda may not inject fluids for the purpose of <br /> solution mining under permit M-99-002 until permit conditions protective of ground water are <br /> established through the technical revision process. <br /> If you have any questions, please contact me. <br /> Sincerely, <br /> Allen C.
