In the N.O.V., we indicated that Rule 2,03.9 had been violated, <br />and Rule 5.03,2 was added to substantiate our authority to issue a violation. <br />The specific part of Rule 2.03.9, which we believed to have been violated <br />reads as follows: <br />Rule 2.03.9(2): <br />"The policy shall be maintained in full force during the life of <br />the permit and any renewal thereof, inc]uding completion of all <br />reclamation operations under Rule No. 4." <br />The operator has submitted apparent proof which indicates that insurance <br />coverage did not lapse.
