N~V ~ ~ 195 E)ivi6~wi pr nnm~rais 8 Geolo9Y In response to the NOV No. C-95-023, received on October 23, 1995 for tllc Seneca 2-W mine, Seneca Coal Company respectfully submits the following information to help you in determining the facts surrounding the violation: • Brief history of the area in question • Narrative on redesigned channel configurations • Quotes from DMG inspection reports concerning this area over the past year • Brief explanation of proposed abatement • Existing Contour map from 10-24-94 photo • Rill & Gully Report--excerpt for 2-W A Brief History The grading in the B pit highwall area and associated drainage channel reconstruction began in September, 1994. The final pit highwall was blasted to help in highwall reduction. Dozers graded the area in late September, 1994. The topsoil was rc-spread from stockpile N and reseeded during October 1994. After the snowmclt and heavy rains during the spring of 1995, a large gully formed in the extended portion of 006-NE-1 drainage channel. Scncca personnel conducted the 1995 Rill & Gully monitoring, in May, as required and submitted the maintenance plan to the DMG (see attached excerpt). During the summer of 1995 rip-rap was placed in the eroded sections of the channel, approximately 300 ft x 30 ft. and 150 ft. x 30 ft. lnspcctors from DMG have mentioned this specific area nine times since September, 1994.
