The applicants shall be <br />responsible for compliance with this plan, but the State Engineer's Office may also pursue the <br />landowner for eventual compliance. The required fee of $1,343 for the substitute water supply <br />plan has been paid. <br />This plan describes the proposed water uses for the period April 04 through September <br />06. Up to 0.6 acres of groundwater may be exposed in settling and wash ponds. This site will be <br />dry mined and therefore no water surface will be exposed in a dewatering system. The gravel <br />material is primarily above the water table; however, a sump has been excavated in the pit, <br />which exposes the 0.6 acres of ground water that is used in this plan. <br />You have provided a monthly breakdown of the total annual depletions at this site in your <br />attached Table 3. The table show that during the period April 04 -March OS the lagged stream <br />depletions are estimated to be 19.66 acre-feet, during the April OS -March 06 period the lagged <br />stream depletions are estimated to be 40.51 acre-feet, and during the period April 06 - <br />September 06 the estimated lagged depletions are 21.36 acre-feet. These estimates are based <br />upon ground water evaporation, water in mined product, material washing, and dust control. <br />(See attached Tables 1 and 2.) No ground water will be used for reclamation, concrete hatching <br />or any other purpose, or exposed in any dewatering system. No groundwater was exposed <br />within the permit boundary prior to January 1, 1981. <br />The proposed sources of replacement water for this pit are a ten year lease (expires April <br />1, 2011) of 50 acre-feet per year of fully consumable water from the Board of Water Works of <br />Pueblo, Colorado, and approximately 3.5 acre-feet of water yielded by the applicant's ownership <br />of five shares of Twin Lakes Reservoir and Canal Company stock.
