Banta.
Dnision Dvector
March 30, 1990
Mr, Gordon Morgan
Castle Concrete Company
P.0, Box 2379
Colorado Springs, CO 80901
RE: Final Design Plans, Sediment Basin, Snyder Quarry Access Road,
File No. M-77-210
Dear Mr. Morgan:
We have comoieted our review of your plans for the Snyder Quarry Access Road
Sediment Basin, and have the following questions:
1. Once the quarry floor is lowered to another 80 to 100 feet-1~rom its
present elevation, will the floor pit be day]ighted to drain down the
access road? If so, is the basin designed to handle this runoff area?
2. On page 3, it is stated that the same slope configurations r)f 2:1 for dry
slopes and 3:1 for wet slopes recommended by the geotechnical firm for
the access road shoulders will be adhered to for the sedime~vt basin side
slopes. However, it is further stated that if "rock is encountered in
the excavation, the slopes can be steeper - theoretically vertical. The
majority of the area where the sediment basins will be constructed wil]
be excavation into native material, which is known to be rock." It
therefore appears that the pond side slopes may be constructed with
slopes steeper than recommended by the consulting geotecnnical
engineering firm.
After reviewing this with MLRD Senior Reclamation Speciali<_,t
Steve Renner, it is recommended that you either comply with the original
slope configuration recommendations or provide data from the geotechnical
engineering firm that steeper slopes are stable within the material
encountered during basin excavation.
3, Exhibit B "Grading Plan for Sediment Basin" indicates that a portion of
the eastern slope of the "Jpper Pond" will be developed out beyond the
existing permit boundary. While the Board and Division have earlier
agreed with the operator that disturbances created by the operator beyond
the permit boundary might be necessary to implement certain remedial
actions, it should be certain that your proposed out-of-boundary
disturbances are absolutely necessary.
