- The Division of Minerals received your letter responding to NOV CV-2001=016 on November 30,
2001' for the Lorencito Canyon Mine. -Your letter will be included with 4he file-for consideration -
duringthe civic penalty assessment process. After review of the letter, f have a couple~of
questions orcomments.
Our records indicate the date of the initial blasting notice published in the Chronicle-News as
September. l l , 2001 (9/11/2001). You indicate that shots were fired an 9/19/2001 and
9/22!2001. However, the Division's records, (provided by LCC) indicate the first shot was
initiated on October 19, 2001 (10/19/2001). Please verify that our understanding is correct.
Secondly; of the pre-blast surveys conducted, neither address the preserioe or absence of water
welts, outbuildings, or any other structures at these. two properties. Some of ttae pictures seem -
to indicate outbuildings at the. Duran or Dasko p-roperfy. the Division would like some
confirmation of the presence or absence of any other structures at the homes:for.which pre-blas4
surveys Have been requested. Rule 4.08,2(2) speaks directly to the "water systems"::,"Special :.
attention shall be given. to the pre-blasting condition of Welland otherwatersystems used.for
human, animal, or.agricultural purposes and to the quantity and quality of the water." If a well(s)
exist, the Division recommends that the well(s) be inspected, located on a map, and tested, for-
wel! function, total depth, pump depth, field quality includirigwater level (both static and
pumping), temperature, electrical conductivity, pH, and generatturbidity. If the well is used-for
domestic purposes, a full suite sample would be appropriate. Possibly the individual conducting
water sampling.for Lorencito could- conduct this portion of the inspections, if they are necessary.
I believe that most residents in that-area are on the City: of Trinidad water line for domestiause.
Nonetheless, knowledge and understanding of all structures, especially water wells, is required
for pre-blast surveys.
