Colorado 81652 <br />County: Garfield <br />Location: Silt, Colorado <br />Notice of Intent No: CX-186-00 <br />Date: November 2, 1983 <br />Operator Contact: Steve Self <br />State Inspector: Dan Mathews, Brian Munson <br />Observations/enforcement <br />The following includes a discussion of General Comments about the project and <br />inspection, information pertaining to Comoliance riith the Colorado Surface <br />Coal Mining Reclamation Act, and Problems identified that need to be <br />corrected, and any Enforcement actions taken for failure to comply ,vith the <br />Act, Reyulations, or approvea reclamation flan. <br />Coal extraction had commenced at Harvey Oap at the time of the inspection. <br />The operation was not in compliance with the approved plan and/or the <br />performance standards of Rule 4.21 with regard to the following: <br />1. Diversion ditch D-1 had not been constructed. <br />2.' The sediment pond dewatering device and spillway structure had not <br />been constructed. <br />3. Approximately 20 cu. yds, of coal waste had been dumped over the <br />bench outslope above the sediment pond in an uncontrolled fashion. <br />4. Mine water was being pumped into the sediment pond. <br />NOV 83-30 has been issued for problems 1, 2, and 3.
