Barra, <br />Division Director <br />We have considered our review of your May 1, 1991 correspondence regarding <br />alleged violation 4 of 4 of the above referenced Ten Day Letter. We continue <br />to disagree with the manner in which this issue has been handled by AF O. We <br />believe that when a programmatic difference arises between the state and the <br />OSM, if should be handled in that forum. <br />Regardless of our non-concurrence with the AFO determination, we have been <br />informed by the permittee that they will have a different form of insurance in <br />place within five days. Upon receipt of proof of this new insurance, we will <br />forward to AFO a copy.
