While the enclosed documents are based upon the previous <br />agreements relating to verification sampling, they have been modified to accommodate the <br />circumstances at hand. The contract modifications relate primarily to the elimination of <br />certain special provisions which were mandated by the prior consultants' relationship with <br />the state of Montana and a number of other administrative changes tc improve the <br />document. The MOU has been more drastically modified to conform to the. nature of the <br />oversight services to be performed and the appropriate relationship among the parties. I <br />recognize that a comparison review can be tedious and would be happy to go over the <br />changes and rationale with you at your convenience.
