Step 3 in the
modified NOV requires that a plan be submitted to temporarily stockpile low
quality coal ("underground development waste") at the Mt. Gunnison Mine. In
accordance with that order, West Elk Coal Company (WECC) proposes to
temporarily stockpile low quality coal in the area known as the "U. S. Steel
Laydown" area. Redisturbance of that Laydown area was approved in a recent
technical revision to WECC's Permit-to-mine C-007-80. That revision is
incorporated by reference in this letter. Although we request immediate
approval to use the entire area for stockpiling this material, it is our
intention to use only approximately two acres of the area. The remainder will
be used as a Laydown area for construction material. WECC proposes to
stockpile low quality coal in this area until such time as the material can be
disposed of in the area described as the Upper Waste Rock pile in the Mt.
Gunnison Mining and Reclamation Plan or until other appropriate disposition of
the material can be arranged.
Prior to stockpiling this material on the U. S. Steel Laydown area, WECC will
remove all vegetation and topsoil. The topsoil will be stockpiled as
described in the above-referenced technical revision. Sediment control
structures for the area will be constructed prior to stockpiling the material
and as described in the above-referenced technical revision. The pile will be
wheel-compacted and graded to ensure adequate drainage. Bonding and
reclamation of this temporary storage area will be described in the
application to revise the Mt. Gunnison Mining and Reclamation Plan to allow
for the storage of underground development waste in the Upper Waste Rock pile.
ANACONDA Mlnaeb Cpmpmy u a Onifion of q~bnlicHlc~h,bCOm pony AMCO-6000-A (8 ~B]~
