(EFCI) as provided <br />by Rule 5.04.3(1). As you know, the above five violations along <br />with three additional violations were issued by the Division on <br />January 2, 1992 as a result of a complete inspection on December <br />17-19, 1991. Due to circumstances surrounding the holiday season, <br />all eight violations were received by EFCI via certified mail on <br />January 6, 1992. <br />Efforts to abate some of the cited conditions began <br />immediately following the December inspection with information <br />provided by you concerning pending violations at that time. This <br />work proceeded even though the mine was in complete holiday shut <br />down status from December 21, 1991 through January 1, 1992. With <br />the return of all mine personnel on January 2nd, efforts wece <br />accelerated to complete abatement steps in a timely manor. <br />_ The work completed by EFCI to abate certain steps of the <br />referenced violations achieved rapid compliance with respect to <br />the available working days at Southfield. Specific items <br />completed and the time of completion are summarized below with <br />respect to NOV number. <br />NOV C-91-29; Abatement Step 1: <br />All necessary ditch and culvert work was completed at the <br />loadout, excluding the east side perimeter ditch, on January 2nd <br />and 3rd. At the mine, the refuse pile collection ditch and access <br />road ditch were recut to designed size by January 2nd. In <br />
