Response to Adequacy Review Comments, l12(c) Construction Materials Amendment <br />Application AM-001, Aggregate Industries -WCR, Inc., Platte Valley Pit, M-1989-120 <br />Dear Ms Pickford: <br />The following discussion and attachments are submitted on behalf of our client, Aggregate <br />Industries, WCR, Inc., in response to your adequacy review comments received for the Platte <br />Valley Pit. The Colorado Division of Minerals and Geology (DMG) submitted additional <br />adequacy review comments in a letter dated December 9, 2003. <br />1. Owners of easements, utilities, and roadways within 200 feet of the affected land have been <br />notified. Proof of notification will be provided to the Division prior to the decision date. <br />2. Noted. <br />3. Ownership of facilities and utilities has been clarified on the attached revised Exhibit C, Pre- <br />mining/Mining Plan map. <br />4. The mining operation does not propose to generate hazardous materials or waste. Fuels and <br />lubricants stored and/or used on site in association with the mining operation are managed in <br />accordance with applicable .State and Federal regulations, including a Spill Prevention, <br />Control and Countermeasures Plan (SPCC) developed and certified by a registered <br />professional engineer. The SPCC provides for appropriate containment and spill response <br />measures. Both the SPCC and Stormwater Management Plan provide for regular inspections <br />of general plant conditions, containment areas and facilities associated with the use or storage <br />of fuels and lubricants. These plans are updated as required to reflect changes in facilities or <br />best management practices. Furthermore, monitoring of dewatering operations is conducted <br />in 'accordance with the CDPES discharge permit for this site, which sets forth formal <br />monitoring parameters that include weekly visual monitoring for oil and grease. <br />5.
