This notice cited "failure to maintain surface <br />water monitoring devices (crest stage gages, and single stage samplers) in accordance with the <br />monitoring program submitted under Sec.2.05.6(3)(b)(iv)". <br />This letter will serve as BME's explanation and a history of events concerning these monitoring <br />devices which led to the issuing of the NOV. <br />The sites which require the stated monitoring devices aze: SW31-1 (Upper Scullion Gulch), <br />SWl-1 (Lower Red Wash), SWl 1-1 (Lower Scullion Gulch), SW23-1 (Red Wash Tributary <br />below Refuse Pond RP-I), SW24-1 (Upper Red Wash). <br />In the past, these monitoring devices have repeatedly been washed out, silted in or vandalized; <br />- The monitoring devices located along Red Wash (SW1-1, SW24-1) have washed out or <br />silted in every year with the initial spring run-off, and have been re-built or replaced <br />annually up through the spring of 1996. <br />Monitoring from SW31-1 location was discontinued through a Technical Revision on <br />7/22/87 until Spring of 1996. An inspection in spring of 1996 indicated the monitoring <br />device was missing. Whether or not this was due to vandalism is unknown. There was <br />no flow recorded at this time, or during subsequent Quazterly Inspections since <br />monitoring resumed in spring of 1996. <br />There has only been one event recorded (3/95) since monitoring began. Since 3/95, <br />monthly inspections have indicated that this device is no longer in place, cause unknown. <br />- SW23-1 is to be monitored only if there is a discharge from the sediment pond (RP-1). <br />
