Below
we have responded to the specific issues contained in your letter.
1. How will the sludge be transported from Urad to Henderson and what measures
will be employed to assure containment during transport?
The sludge will be transported from Urad to Pond ].2 in a dump truck with an
approximate capacity of 9 cubic yards. To assure containment of the sludge, we will do
tlvee things. First, the sludge will not be transported until it is adequately dewatererd for
transport. Second, we will line the truck bed with plastic to prevent any seepage of the
material, Finally, we will not completely fill the trucks, to prevent overfilling and reduce
the risk of fugitive losses during transport.
2. How will sludge be placed in Pond 1.2 to avoid damage to the pond liner?
We have contracted with [he engineering firm of W.W. Wheeler and Associates to devise
a strategy for protecting the liner during placement of the sludge. To avoid delaying
approval of this TR, we request that the Division approve [he TR with the condition that
Henderson agree to implement measures recommended by W.W. Wheeler [o protect the
liner.
3. What is the period of time anticipated to fill Pond 1.2?
We conservatively estimate that eve have adequate storage capacity in Pond 1.2 for seven
years worth of sludge generation. This number is based on very conservative estimates of
storage capacity and sludge generation. Since we have not operated the Urad water
