All aspects of the permit are acceptable with <br />the exception of the financial assuuance to be posted for the reclamation of the pit. <br />As you ara aware the state is asking for an increase in the financial assurance posted for this permit. <br />The current assurance is $35,000.00. The state is asking for $69,'110.00 and increase of $34,110.00. <br />Bob indicated that by contract the County has the obligation to grade and replace the topsoil on the <br />azeas that they mine. This arrangement rcduecs the amount of work that Solberg would need to <br />complete to reclaim the pit and therefore the cost. This contractual relationship was forwarded to <br />Berhan at the. state, I3erhan has stated that thc permit holder is responsible for the entire amount of the <br />financial assurance. Berhan indicated that if the permit were transferred to the County, that no <br />fmancialassurance would be required..i le indicated that this transfer would take about six weeks. <br />There:may,be a process by which a waiver of a portion of tha financial assurance can be obtained. I <br />will discuss with Berhan. 8erhan, please iet me know if I have any of the shave incorrect. <br />Bitter way the transfer of the permit or applying for a waiver will add time to the approval of the <br />permit amendment. At this point in time this issue is causing a delay in, the issuance of the pextnit <br />amendment and therefore the County's roadway safety improvements. <br />I ask each of you to respond with any ideas that you may have that will bung this matter to a close so <br />that the County's safety project can move forward. <br />,.,. <br />
