Bob Uram's letter to yon of August 25,1994, suggests that was not the case. He <br />states his understanding flat OSM clearly communicated its concerns about Ken's <br />reclamation permit not complying with the approximate original contour ("AOC') <br />standard to Kea and the Division of Minerals and Geology r`DMG'~ well in advance of <br />the backfilling and grading work performed by Kea last year. He also understands that <br />OSM did not "press the issue" because they did not know Kea was doing the work until <br />April or May, 1994, ai~er it was done. Mr, Uram's understanding of the situation <br />apparently was based oa the Summary attached to his letter. which we believe was <br />prepared by OSM's Albuquerque Field OBice ("AFO"). <br />The purpose of this letter is to point out the factual eaors in the Summary <br />Mr. Uram relied upon In reality, the AFO inspectors did not notify Kea or the DMG of <br />a/-4 P1YI <br />
