Cottony <br />Division Director <br />Natural Resource Trustee <br />The Division of Minerals and Geology has received and reviewed the December 14, 2004, proposed <br />Well and Lake Sampling Protocols submitted by Mr. Molen on Aggregate Industries' behalf. This <br />letter contains the Division's review. <br />It was proposed that the Division review the sampling protocols per the U. S. EPA Region Vlll <br />Minimum Requirements for Field Sampling Activities. However, unless you propose using this <br />protocol, the Division will continue to be guided by CDPHE's "Ground-Water Permit Guidance <br />Suggested Monitoring We11 Samptirrg Protocol" and Tri-County Health Department's "Standard <br />Operating Procedures" and "DIMP Sampling Procedure." Tri-County's extensive DIMP experience at <br />the Rocky Mountain Arsenal and targeted procedures more specifically and comprehensively address <br />this particular analyte than any others the Division has encountered. Therefore, their procedures are <br />considered competent for our purposes, as well. Lake sample collection per the Texas Commission <br />on Environmental Quality's (TCEQ, f/k/a TNRCC) "Surface Water Quality Monitoring Procedures" is <br />acceptable. Deficiencies in the protocols identified herein stem from comparison with the accepted <br />guidances and/or site-specific considerations. <br />To clarify sampling frequency, the Board Order dictates that Aggregate Industries must develop a <br />plan, for approval by the Division, to monitor the gravel pit pond water for DIMP monthly for one year, <br />and then quarterly until authorized to discontinue. <br />Per the Order, Well No. 32883, must be sampled twice -once before pit dewatering begins, and once <br />after. <br />Office of Office of Colorado <br />Mined Land Reclamation Active and Inactive Mines Geological Survey <br />
