Geyl. ui wncula~ re3uu~~tls <br />Dear Mr. Sturges: <br />In response to your letter of February 19, 1980, we will meet with <br />Dorchester Colomine Coal at any mutually convenient time. As I discussed <br />with you, the permanent program regulations outline the Department's <br />requirements for mining and reclamation plans and permit applications. <br />In order to be considered "apparently complete", adequate information <br />to enable us to find the proposal in compliance with applicable performance <br />standards is required. If such information is not included, the plan <br />will be considered "incomplete". In certain instances, a time schedule <br />and detailed plan to collect data can be accepted during the initial <br />completeness review, provided the proposed time schedule makes adequate <br />information available during the related parts of the technical analysis. <br />With respect to your understanding regarding a mine site visit, I have <br />not been contacted by the Bureau of Land Management and we did not <br />conduct an on-site visit on February 22nd. With respect to the State- <br />approved plan for the Fruita Mine, that plan will be reviewed if we <br />are requested to provide technical assistance to the State or as a part <br />of the applicant's submittal for questions on federal land, We have <br />requested a copy of the plan from the State of Colorado. <br />Thank you for your letter and I look forward to a meeting. <br />Sincerely, <br />John E.
