A <br />copy of the NOV is in the folder, SCC stripped topsoil on a hillside that drains into a <br />sediment pond that was not completely constructed. The pond was excavated, the <br />embankment was constructed, the primary dischazge pipe was in and the pond was <br />holding water, but clearly it was not complete as seen in the attached photos. <br />The extent of area from which topsoil soil was salvaged is estimated to be approximately <br />four -five acres. SCC was also constructing a haul road in the drainage, which disturbed <br />several acres, but the haul road drainage is not required to flow through a sediment pond, <br />so I did not count that disturbance as requiring treatment. <br />No dischazge from the sediment pond was observed, all drainage was contained within <br />the pond area. <br />Attached are photos of what 1 observed. <br />
