Long <br />Division Director <br />It has been four years since the last review was conducted of your bond amount. This office is required to <br />recalculate the needed bond amounts periodically. 1 have finished a new cstimaze of the reclamation costs and find <br />that an increase to the bond amount is indicated. Your current bond amount is $10,000, and was calculated to cover <br />the reclamation costs of your operation in 1997 The recent recalculation has a total of $14,218, which is an <br />increase of $4,218 over your existing bond. <br />The reasons for this increase mainly lie in the increases we have seen in equipment operating and rental rates, labor <br />rates, and fuel costs in the last few years. Your operation is approved for phased mining and reclamation, with a <br />specified maximum number of disturbed acres and slope gradients. You are operating well within the limits which <br />arc approved for your permit, and this is reflected in the figures in the enclosed packet. <br />The costs of the various reclamation tasks are on the pages of the enclosed packet. The pages of the packet are <br />arranged with aone-page summary, followed by detailed sheets for each of the different tasks, and an equipment <br />production and cost sheet at the end. Please review these sheets and notify me promptly if you notice an error or <br />omission. The enclosed figures may be adjusted if there is justification to do so. <br />Please note that these costs are not meant to reflect the reclamation costs that you, the permitted operator, will incur <br />during reclamation. It must be understood that the bond must be sufficient to cover reclamation costs which would <br />be charged [o the State by a contractor, which are typically much higher than your in-house costs. <br />State law allows bonds to be re-evaluated, and requires that operators maintain their bonds in amounts adequate to <br />perform the required reclamation. If an increase in bond amount is indicated by such re-evaluation. the operator is <br />rcauired to urovide the necessary increase within 60 days after notification. This letter serves as your notice that <br />the bond amount will increase. If there are to be adjustments to the figures on the enclosed sheets, we must discuss <br />them during the nest 60 days. If I do not hear from you, the figure shown in this packet becomes the required <br />amount to be provided. <br />If you have questions about the riffs of bonds accepted by the State, or need uew bond forms, please contact Ms. <br />Suzi Ericksen at our Denver office (see letterhead).
