The decision date for this revision is June 18, <br />2006. <br />Normally, once a permit application is approved, it cannot be revised until the permit is <br />actually issued. However, in this case, the division is willing to process the reduction <br />request and the permit issuance simultaneously. Since this revision approval and the <br />permit issuance must occur simultaneously, an extension of the decision date will likely <br />be necessary to allow the financial warranty to be properly prepazed and in a form that is <br />acceptable to our office. Once the financial and performance warranties have been <br />reviewed and determined to be acceptable, both items can be processed concurrently. <br />This will allow us to issue the permit with a lower bond amount than what is currently set <br />in the approved application. <br />It is our opinion that the initial amount should be based more on actual preliminary tasks <br />that will be performed rather than an azbitrary number. The mining plan included with <br />the application addresses a number of tasks associated with site preparation that will <br />presumably occur prior to actual mining. A list of these tasks and their associated costs <br />would present a more realistic bond amount that should suffice during this interim <br />development stage. Also, costs associated with other aspects of site management such as <br />weed control and even interim vegetative establishment could be included in this start-up <br />bond. Once this amount is determined, a stipulation will be made to the approval of this <br />revision that will require Aggregate Industries to submit the remaining bond within 60 <br />days of the planned mining start-up. <br />Please provide a list of tasks and their associated costs for our review and approval as an <br />interim financial warranty. Also, as previously stated, it will likely take some additional <br />time to coordinate the timing of these simultaneous permitting actions.
