Patten: <br />Thank you for your letter of June 23, 1981 concerning the assessment conference <br />for the above-referenced Notice of Violations. I have considered each point <br />in your argument and have attached a proposed civil penalty and settlement <br />agreement. If you concur with the proposed settlement agreement, please sign <br />the form and return it to the Division. If you do not agree, please inform <br />me as soon as possible and be fully advised of your rights and privileges <br />under the Colorado Surface Coal Mining Reclamation Act for further consideration <br />of the Notices of Violation and proposed civil penalties. This letter serves <br />to formally close the assessment conference. <br />We appreciate the consideration you have given this matter.
