Dear Mr. Oswald: Pursuant to our conversations by phone this week I am requesting a continuation of the Costilla matters before the board. As of January 10, 1995, there has been a changing of the guard in Costilla County. In addition to the new structure of the County Commissioners, there have been whole sale changes in key positions concerning the County Attorney and the County Administrator. By direction of the County Commissioners, I am assuming responsibility for and will be the contact person for Costilla County in its efforts to comply to all the regulations mandated by the Colorado Mine Land Reclamation Board. It is clear that the new Chair of the Board of Commissioners, Floyd Espinoza, is determined to bring Cos±illa Ceur.*_y in complete compliance with all the rules and regulations as promligated by statute and the Board. Mr. Espinoza took office as of January 10, 1995. Since that time he's been very actively involved in getting up to speed. ~~- This letter also confirms our scheduled meeting for February ~, 1995, at 10:00 a.m. in the Centennial Building, Suite 215. Assuming that the Board grants a short continuance in these matters, I plan on meeting with you on the date indicated above. I will bring with me all the materials that I have concerning the gravel pits in Costilla County.
