Cottony <br />///~~~ Division Director <br />FROM: Dan Mathews [,// Natural Resource Trustee <br />DRMS Grand Junction Field Office ,~' I <br />RE: Seneca Mines 2006 Annual Wildlife Report and Revision Requests <br />Yoast Permit (C-1994-082), Seneca II Permit (C-1980-005), and Seneca <br />II-W Permit (C-1982-057) <br />Mr. Velarde, <br />The enclosed package of materials include the 2006 Annual Wildlife Reports (taken from <br />the Annual Reclamation Reports) for the three referenced coal mines operated by Seneca <br />Coal Company, in Routt County, along with technical revision applications recently <br />submitted by the company for each of the permits. The revision applications contain <br />requests to amend the approved wildlife monitoring plans to allow for termination of <br />winter aerial survey and mortality tracking for big game, now that mining has ceased and <br />each of the mines is in final reclamation. <br />We aze requesting DOW's review and comment on the annual reports, and further, we are <br />requesting DOW's review and specific recommendation concerning the technical <br />revision requests to discontinue certain aspects of the currently approved wildlife <br />monitoring plans. <br />The enclosed letters contain the standard boilerplate language regarding request for <br />review within 15 days, but I recognize that timeframe may not be realistic. I would ask <br />that you provide responses within 30 days ofreceipt ifpracticable. Further, I would ask <br />that review/comment letters for the Yoast and Seneca II permits be directed to Mike <br />Boulay, and that the Seneca II-W letter be directed to me. Mike and I are both in the <br />Grand Junction Office, but we request that letters be sent to the Denver office for imaging <br />and distribution purposes. <br />If you or DOW staff who perform the review have any questions, please call me in Grand <br />Junction at (970) 242-5025.
