Peabody proposes to make the Pecoco Pond a permanent structure. The pond
complies with Rule 4,05,9, The calculations on the pond in TR20 comply
with 100-year, 24-hour event parameters.
21. Peabody proposes to leave the ditch in place at present while the company
decides if to use it as a downdrain. This seems reasonable to me,
however, I am concerned that no date was submitted for this decision, I
believe that this decision should be made before fall so that regrading,
mulching and seeding can take place in a timely manner for spring
germination.
2m. Peabody's study of this situation and the setting of July 1, 1990 for a
decision is reasonable. I believe that this decision is a reasonable
response.
