It is noted that Coors Energy
Company (CEC) has waived the application review time frame requirement in order to
allow for a full review and approval of this Application. To that end, this letter seeks to
answer the questions and address the issues raised by CDMG. The format of this letter
mirrors the outline of the 2/18/97 letter.
(1) Post Mining Topography
In the Technical Adequacy letter CDMG states in part, "Bond release requests must
demonstrate that the areas requested for release are reclaimed in accordance with an
approved Post-Mining Reclamation Plan [sic] [Rule 3.03.1(2)(a)]; this plan, in turn, must
demonstrate that all areas disturbed are to be returned to their approximate original
contour..."
CEC would like to respond first to the concept of approximate original contour as
described and envisioned by the statute and the regulations, then address backfilling and
grading at the Keenesburg Mine.
