Long <br />Division DveUUr <br />I have had a chance to review Powderhorn's technical revision No. 17 for proposed locations <br />of borrow areas for refuse area cover. My focus on this review was topsoil salvage and <br />replacement (Rule 4.06). Items that 1 feel require more information or clarification from <br />the operator follow: <br />1. Cameo Borrow Area #1 (CBA #1) is shown on map 9A. The operator <br />approximates that 30,000 cu.yd. of cover material can be salvaged out of 2.7 acres in <br />this location. Map 9A does not show the maximum potentially disturbed area <br />boundary associated with this salvage. A map delineating the maximum disturbed <br />area should be provided by the operator. <br />2. Similarly, as in item No. 1, Cameo Borrow Area #2 (CBA #2) is depicted on map <br />52. This map does not show the maximum potential disturbance boundary either. <br />The operator needs to include a map that clearly represents the limits of the <br />maximum area that will be disturbed by salvaging approximately 65,000 cu.yd. of <br />material out of this 8.6 acre site. <br />3. On permit page 186c (which was last revised during TR-16) Powderhorn Coal <br />Company (PCC) committed to sampling the borrow areas at a frequency of 1 soil <br />sample per acre and sample at 2 ft. incremental depths. Pages XX-24 through XX-26 <br />of the proposed revision indicate that CBA #1 had 1 soil sample taken for the 2.7 <br />acre area, and CBA #2 had 4 soil samples taken for an 8.6 acre area. The operator <br />will need to collect a minimum of 2 additional soil samples for CBA #1 and S more <br />samples for CBA #2 to comply with [his commitment. Additional sampling will <br />better define the soil quality limitations. The operator needs to conduct this <br />additional sampling and receive results prior to excavation operations. These results <br />should be forwarded to the Division as well. <br />
