As <br />you know, the right-of--way will not be approved for approximately 60 days. This technical <br />revision application is submitted now in order to allow mining within the right-of--way area as <br />soon as possible after ROW issuance. <br />Project DescriQion <br />This revision will allow BRL to mine the bleeder entries on the east side of the property, extend <br />the North Mains and develop the D2 headgate. This technical revision will not change the method <br />of mining nor will it increase the permitted production. The approved mining technique is <br />conventional room and pillar using continuous miners and shuttle cars with belt haulage. The <br />maximum permitted production is 2.0 million tons per year. <br />Right of Entry <br />By application dated January 26, 1999, the Operator applied for a Federal right-of--way (COC- <br />62688) to develop underground ventilation and access entries (tunnels) which are generally north <br />of the BRL's fee coal. After successful acquisition of the Federal right-of--way and during the <br />current permit term, BRL plans to develop the tunnels into the right-of--way area as shown on the <br />Mine Plan Map -Map 14. There is a strip of Federal coal west of the D2 bleeder entries. This <br />strip of Federal coal will not be mined until a Federal Coal lease is obtained for that area. <br />
