RE: Permit Renewal, Colowyo Coal Mine, File No. C-81-019
The Division has reviewed your renewal application and associated rewriting of
the permit. The following adequacy comments follow the format of the permit
for easy reference. Division records indicate that a decision on the renewal
application is due by July 14, 1987. Your prompt response to these comments
will facilitate the meeting of that deadline.
Permit Form -
The disturbance to date should be included in the "Actual" column on
page 3 of the renewTform. The "proposed" column should list only
new areas added to the permit for the renewal term. In your case
this would be zero, as all disturbance has been previously
approved. A revised page 3 has been included in an effort to
clarify these requirements. In addition, the new application form
contains an increase in the life of mine surface ownership from 5165
to 5444 acres. It would be helpful if Colowyo could submit a list
of the changes included therein, and any revisions of which these
changes were part.
Rule 2.04 Environmental Resources
On pages 2.04.4-2 and 2,04.4-5, it is stated that the archeological
report on the rail spur has been submitted to the Division,
However, the Division cannot find a copy of this report in our
records. The operator should submit one copy of this report,
A page marked "confidential" should be numbered 2.04,6-7 and
inserted into the permit.
In sections 2.04.6-8 and 4.14,1, the permit discusses overburden
swell factors. It was noted in the review that the original permit
estimated swell at 17%, the new permit estimates swell at 20%, and
the current monitoring data indicates a swell of 18~, Based on
these figures, the post mining topography may vary by as much as +
11 feet. Colowyo should therefore insert (on page 4,14.1-2) a short
