Watcher <br />Execulrve Director <br />Michael B Long <br />Division Dneaor <br />As you requested, I have reviewed the permit application for possible impacts to the Hydrologic <br />balance. The focus of the review was to deternrine if the mining operation as proposed will <br />impact adjacent wells. Few objectors to the permit conversion had stated in their letter that the <br />possible expansion could cause well contamination and yield loss. <br />In addition to the permit application, top maps ,permitted well data for sections 5 and 6 and a <br />site inspection of the proposed permit area were utilized in the review process. I have also <br />conversed with Mr. Thomas Livern3an, one of the objectors who raised water issues while in the <br />area. According to State Engineers record, there are 62 permitted wells in section 5 and 78 in <br />section 6. The yield for these wells range from 0-30 g.p.m. Well depths range from 8 feet in the <br />sallow alluvium aquifers to 410 feet in the bed rock aquifer. Static water elevation ranged from 8 <br />feet to the shallow alluvium aquifer to 198 feet for the deep well. The shallow alluvium aquifers <br />appear to get most of their recharge from the Arkansas river. In the adjacent to the proposed <br />permit area, well depths range from 42 feet to 100 feet. The depth of the proposed mining in the <br />azea will be from 20 feet [0 50 feet in the North East comeyfrom the surface. The total acreage to <br />be disturbed with in the proposed operation is 24 acres. No ground water will either be exposed <br />or impounded on site. No blasting is proposed for mining the aggregate. Only front end loaders <br />and dozers will be used during mining. Diesel fileling area will be properly protected in <br />accordance with the rules and regulation. Even if small spills occur , it is very unlikely for it to <br />reach these adjacent wells. The down ward mobility of petroleum by products had been studied <br />extensively. All pertinent literature to date shows the likely hood of a contaminant reaching <br />ground water from small spills that could occur from such operations under the conditions as <br />proposed to be very minimum. Reclamation of the site calls for leaving 6"[0 12" of gravel plate <br />in the pi[ floor and only topsoil and seed the back slope azeas. <br />Therefore, it is very unlikely for this operation as proposed [o impact any adjacent wells either <br />through contamination or yield loss. <br />CC: James Stevens <br />
