(3031 832-8106 <br />DATE: May 1, 1996 DEPARTMENT OF <br />NATURAL <br /> <br />~ \~ RESOURCES <br />T0: Dan Mathews ~~ <br />Roy Romer <br />Governor <br /> hh <br />d <br />5 L <br />FROM: Jim Pendleton ea <br />lames <br />oc <br />E~ecWive DireUOr <br /> M~chaelB Long <br /> <br />RE: Deserado Ine - <br />bsidence Monitoring on Director <br />Revision (TR 4 ~~~ <br />(Permit No: C-81-018) <br />I have reviewed the technical revision application submitted by Western Fuels- <br />Utah, Inc., requesting the deletion of required aerial photogrammetric <br />subsidence monitoring above their RP-1 Panel in the D-Seam at the Deserado <br />Mine. <br />Deserado's original permit application contained subsidence monitoring above <br />their first longwall panel (LW-1) and their first room and pillar panel (RP-1 ). <br />The subsidence monitoring program utilized a combination of traditional <br />surveying and aerial photogrammetric mapping. The LW-1 longwall panel was <br />extracted early in their operations. The monitoring program proved successful. <br />In addition, their documented subsidence was proven to be conservatively less <br />than originally predicted, 5.5 feet versus 6.5 feet predicted. No deleterious <br />subsidence phenomena manifested themselves above the LW-1 panel. The final <br />report was submitted and accepted by the Division late 1988. <br />The extraction of room and pillar panel RP-1, originally anticipated to occur <br />early in the mine plan was postponed. It is now anticipated that RP-1 will be <br />extracted in the second half of 1996, and that adjoining room and pillar panel <br />RP-2 will be mined in 1997. <br />Western Fuels-Utah, Inc. (WFU) Is now requesting that the requirement to <br />complete the aerial photogrammetric component of the RP-1 subsidence <br />monitoring plan be deleted. WFU predicts a maximum vertical subsidence of 0.5 <br />feet above this room and pillar panel. Normally room and pillar panels subside <br />with less predictable distribution and more sporadic timing than a predictable <br />
