This technical <br />revision is submitted in compliance with Abatement Requirement <br />No. 4 which was imposed pursuant to the enforcement action <br />taken by the Division at the San Luis facility. BMR believes <br />that the enclosed technical revision satisfies the requirements <br />of Abatement Requirement No. 4 and intends to commence actions <br />necessary to install the INCO S02 System upon receipt of <br />approval from the Division. <br />This revision to Permit No. M-88-112 is proposed as a replace- <br />ment for the original A.V.R. cyanide detoxification system. As <br />you know, the A.V.R. system, which utilized H2SO4 as a reagent, <br />was found to be ineffective due to the presence of W.A.D. <br />cyanide complexes in the tailings solution. In contrast, the <br />INCO 502 system has demonstrated its effectiveness in 34 full <br />scale installations throughout the world. More importantly, <br />bench test results from the application of the INCO S02 process <br />to the San Luis tailings indicate that the INCO Sot process <br />should be effective in reducing cyanide concentrations in the <br />tailings slurry to permitted levels under normal operating <br />conditions. These bench tests results are reported in the <br />attached technical revision. Battle Mountain believes that the <br />net effect of the installation of the INCO Sot system on the <br />operation, as it was originally permitted, is negligible, i.e., <br />the INCO S02 system should allow the San Luis facility to <br />operate within the perimeters specified in Permit No. M-88-112. <br />The enclosed technical revision indicates that equipment <br />purchasing and installation constraints will preclude operation <br />of the INCO S02 system until late September 1992.
