But maybe not.
Based on certain items in your memo, I fear you may have reviewed the wrong B
seam mine plan map. The updated B seam mine plan is Map 120, "Proposed B
Mine Plan", with a certification date of 4/27/98. The workings shown on Map
135, which your memo references, are relicts of a now defunct plan, In our
initial adequacy review letter, I had pointed out the discrepancy between Map
120 and Map 135. Operator responded that '...Map 135 is not B-Seam mine
plan. Its main purpose is to show the surface facilities over the B-Seam
mine area." Obviously, this has caused some confusion, and I will request
the operator to properly amend Map 135.
Given this, I think several of the concerns and recommendations in your memo
may not apply. On page 2, under III.A.7.c.. you mention that panels LW-1B
through LW-BB are "projected to be extracted through the year 2023."
However, Map 120 shows those panels to be mined through the year 2015. I
think your concerns regarding superimposed B and D seam workings, as
discussed on p. 2 and p. 3 of the memo may be moot, given that there are
apparently no superimposed workings based on overlay of Map 120 (B seam Mine
Plan) and Map 119 (D Seam Mine Plan).
I apologize for the confusion caused by the map discrepancies, but I need to
request that you review Map 120, and revisit your review memo, amending it as
appropriate based on the Map 120 B Seam Mine Plan. If you do not have a copy
of Map 120, check the public file for TR-48. If the map is not on file, let
me know and I will send a copy over.
Thanks
