Lochhrad <br />Erecwiae Dvcoor <br />Michael B Lonl; <br />Division Drtecmr <br />(1) The appropriate documents aze included within the application and, therefore, available <br />for public review. <br />(2) MCC has submitted WESTEC drawing 97010-101, which clearly depicts the proposed <br />pad expansion, delineating cut and fill areas. <br />(3) MCC has submitted an excerpt from the WESTEC report which summarizes the <br />methodology and results of the comparative stability analyses performed on the proposed <br />facility configuration. <br />(4) WESTEC drawing 97010-103, submitted with the supplemental response, clearly depicts <br />the location of the cross section analyzed in completing the stability analysis of the <br />proposed coal storage pad expansion MCC also submitted sufficient laboratory <br />mechanical test results to justify those material properties assigned to the various soil and <br />fill layers in the four comparative analyses. <br />(5) The drawings provided with the supplemental submittal demonstrate that the proposed <br />pad expansion lies outside the boundaries of the large landslide effecting portions of the <br />West Elk mine's surface facility area. Further, the cross sections analyzed assumed <br />stored coal surcharges and appropriate properties for the foundational slope materials. <br />MCC's response has satisfied my earlier geotechnical concerns. I recommend approval of the <br />geotechnical aspects of minor revision application IvIR 204. <br />
