• • ~iiiiiiiiii <br />999 <br />September 10, 1993 <br />TO: Larry Routten`\~~ <br />FROM: Janet Binns~ <br />~JN~ <br />RE: Hayden Gulch Loadout (C-92-081), TR-Ol, Water Monitoring Issues. <br />Larry, there are times when I'm glad I'm not a hydrologist, then there are other times when <br />I wish it wasn't such a foreign language to me. I'm having a hard time reconciling the <br />monitoring plan that SFW agreed on with Peabody Western when we met on site in June, <br />(Half the time during the meeting I was really unsure what the focus of the discussion was <br />since it often seemed to stray.) and what DAB requests. I can understand that DAB feels <br />Peabody's proposal is inadequate, yet how does the Division back down from verbal <br />agreements that occurred in June? Or do we take it just as that, "verbal" agreements? I <br />have incorporated both DAB's comments and SLB's comments in a PAR. I'm passing on <br />to you SFW's summary of what was discussed in the June meeting along with DAB's memo <br />to me. <br />What I'm asking of you is to see if my PAR still agrees with what I understand DAB to be <br />requesting and, what if anything I may need to add to my letter to explain our changed <br />stance? If you think it's not so far off I suppose I could have you drop it in the mail while <br />I'm off inspecting next week. <br />Thanks. <br />
