The proposed light-use road <br />will be upgraded on lands either owned by Atlantic Richtteld Company or for which the legal <br />right-to-enter has been obtained. The upgrade will be completed within the existing perntit <br />boundary, pending approval of the incidental boundary change in technical revision No. 68. The <br />purpose of the project is to provide access to the proposed Lone Pine Gulch fan installation for <br />the West Elk Mine. <br />MCC plans to upgrade the existing road as follows. The road will be widened to approximately 14 <br />feet, and three curves will be improved. Culverts, ditches, and safety berms will be constructed <br />and the road surfaced with gravel. This light-use road will include eight culverts as shown on Map <br />54A. Each culvert will be 24-inch diameter CMP, with no headwall, allowing a peak discharge of <br />10-cfs with a headwater depth not exceeding the pipe inlet height. The culverts will be covered by <br />compacted fill to a depth of two feet. Ditches will be cut on the portion of the light-use road that <br />extends along the north facing hillside which leads to the proposed fan installation. The ditches <br />and culverts are designed to convey drainage from undisturbed areas across the road to other <br />undisturbed areas. The north-facing slope is the only area requiring additional drainage control. <br />The existing natural drainage along other portions of the light-use road will sufficiently prevent <br />ponding and poor road conditions. Ditches will have 1.5:1 side slopes in a "V" configuration, and <br />will be three feet wide and 1-foot deep. The culverts were designed to allow a ]0-year, 24-hour <br />precipitation event to safely pass beneath the road at Gribble Gulch, Lone Pine Gulch, and an <br />unnamed ephemeral drainage. The drainage design parameters are included in this submittal. <br />
