Tuesday, June 6, 1989 <br />Colorado Springs, Colorado <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Sirs and Madames: <br />iii i~iriii~r~ii~ii <br />.~ur~~ ~> >aas <br /> <br />Unfortunately, because of my work schedule, I will not be able to attend the <br />Formal Public Hearing of the Castle Concrete/Snyder Quarry enlargement <br />proposal which is scheduled for 9 a.m. on June 21st. As a result, I will only <br />be able to submit a Pre-Hearing Statement and hope that it will be read into <br />the record that day. <br />As your Notice states, your concerns are limited to statements of fact <br />considering "contemporaneous reclamation, the proposed final reclamation <br />(post-mining land use), soil erosion control and surface drainage impacts, and <br />off~ite impacts due to rock slides. Reclamation includes final slope <br />configuration, bench widths, highwall heights, topsoil and subsoil replacement <br />and revegitation." <br />I have no means of presenting "facts" for the proposed Snyder Quarry <br />expansion, only my observations of other front range quarry scars that, thirty <br />years on, show no signs of ~ reclamation - no "topsoil or subsoil <br />replacement", no "revegitation". The fact that the Ute Pass corridor -not <br />only the immediate Snyder Quarry area, but also the surrounding hills, <br />drainage, and wild life therein - is already under tremendous environmental <br />stress from auto/truck traffic, housing development as well as current <br />quarrying activity, apparently can not have any bearing in your deliberation. <br />But, if you would hold your Hearing at the oldest of the three current quarry <br />scars that mark our front range in the daylight so that current reclamation <br />"facts" could speak for themselves, I'm sure that your Board would hesitate to <br />approve any further quarrying until there would be significant changes in the <br />quarry approval process, financial escrow guarantees, and voter approval of <br />future quarrying activity in all areas that will affect future generations. <br />As I will not be able to present "facts" to your Hearing because I lack the <br />resources and must work, I will attempt to have this letter published in our <br />local newspaper so that others who share my concern will be encouraged in <br />their efforts. <br />Actually, this matter is not about one quarry, one company, one protest, or <br />even "just" some gravel. This matter is about your responsibilities to our <br />future. I don't want you to approve the Snyder Quarry Enlargment.
