Long <br />Division Dueclar <br />RE: Design Report, North Quarry Engineered Eill Slope, Morrison Quarry, <br />Technical Revision TR-02, Permit No. NI-73-021 <br />Dear Mr. Reefer: <br />The Division of Minerals and Geology (DMG) has completed a review of the design report for the <br />proposed engineered fill slope at the Monson Quarry. This design report was submitted to the DMG <br />as a technical revision in satisfaction a condition placed on the approval of permit amendment AM-OS <br />to the Morrison Quarry reclamation permit. The design report submittal has been designated technical <br />revision TR-02, and the decision date for the technical revision has been established as February 26, <br />1999. Please address the following issues in advance of the decision date to facilitate the DMG's <br />review of the design report. If CAMUS Colorado requires additional time to address these issues, a <br />written request for an extension of the decision date must be provided. <br />Specifications are provided in the design report in the form of construction recommendations. For <br />example, it is stated in the design report that "Each fill lift should be compacted to at least 95 <br />percent of standard Proctor" (emphasis added). Please conunit to following each construction and <br />quality assurance recommendation contained in the design report as a binding condition of the <br />Morrison Quarry reclamation permit and further commit to making no significant changes to the <br />design plan, specifications, or the quality assurance plan without prior written approval of any <br />proposed changes from the DMG. <br />2. The quality assurance plan provided with the design report specifies particle size analysis for <br />percent passing the No. 200 sieve at a minimum frequency of one test for each 5,000 cubic yards of <br />fill placed. The design calls for the installation of a granular filter material between the zone B fill <br />and the zone AI fill. The Filter material is designated zone A2 fill. In addition to the particle size <br />testing for the main body of the fill, the DMG will require a high frequency of particle size analysis <br />for the zone Al and zone A2 materials to assure that the specifications contained in the design <br />report are met, and filter compatibility is maintained. Please provide a specification for particle <br />size analysis of zone Al and zone A2 till including the type of test to be conducted and the <br />frequency at which the testing will occur. <br />
