To elaborate, HGCC will measure percent cover of herbaceous material in the <br />reclaimed areas outside of the shrub augmentation areas in 1996 and 1997 using methods approved by <br />the CDMG. An average percent cover value for these areas will be developed free result of Utis <br />vegetation sampl ing program. HGCC will then calculate 90 percent of the average percent cover and use <br />that value (90%), assuming that percent cover within the reclaimed azea meets the vegetative success <br />criteria, as a "technical standard" to evaluate the adequacy of herbaceous (i.e. non-wotxly plant) cover <br />within the shrub augmentation areas during the final two wnsecutive years of the extended five year <br />attended liability period for the augmentation areas. <br />Please call me if there are any questions. <br />Sincerely, <br />Michael R.
