The applicant shall mail or <br />personally serve a copy of the published notice to: <br />1. Rule 1.6.2(1)(e)(i) -all Owners of Record of surface and mineral rights to the <br />affected land; and <br />Rule 1.6.2(1)(e)(ii) -all Owners of Record of surface lands that are within 200 feet of <br />the boundary of the affected land. <br />Pursuant to Rule 1.6.2(1)(g) -the applicant must submit proof to the Division that the <br />Owners of Record were notified. A return receipt of certified mailing or proof of personal <br />service is appropriate proof of notice. <br />The Division can not approve the conversion application until the proof of notices have been <br />received.
