Walker <br />subject: Stability of Embankment, Pond 11, Yoast, C-94-082 <br />date: July 11, 1997 <br />The purpose of this interoffice memorandum is to record concurrence with the analysis submitted <br />by Northwest Colorado Consultants, Inc.(NWCC), submitted by NWCC letter of July 9, 1997, <br />to Seneca Coal Company, Subject: Additional Stability Analysis & Embankment Construction <br />Recommendations, Yoast, Mine Sedimentation Pond 011, Sec. 16, TSN, R87V~', Routt County, <br />Colorado. My (and Harry Ranney) check run on SB-Slope confirms the conclusion that the <br />safety factor for design of the embankment as analyzed exceeds 1.3. <br />As this design deviates substantially in important aspects from Exhibit 13-5, 6/] 7/95, <br />recommend that the Exhibit (design drawing) be corrected to the design analyzed prior to ~ <br />initiation of construction. <br />Please see me if you have any questions. <br />cc: Larry Routten <br />Dan Hernandez <br />
