Box 1298 <br />Glenwood Springs, CO 81602 <br />Re: Meeting of April 13, 1992, Mid-Continent Resources, Inc. <br />Mid-Continent Limestone Quarry, Permit No. M-82-121 <br />Dear Ms. Delaney: <br />This letter is following up on our meeting yesterday regarding the possible <br />violations at the Mid-Continent Limestone Quarry. We discussed first the <br />corrective actions outlined in the Division's inspection report of the site <br />visit on March 16, 1992. Mid-Continent Resources was by April 15, 1992, <br />required to erect signs and markers at the mine site and to submit to the <br />Division a plan for both the reclamation of the lower drainage Channel and for <br />installation of a culvert at the upper access road. These items have been <br />accomplished per your submittal of a plan yesterday and your statement that <br />signs and markers were up on April 10, 1992. <br />Mid-Continent and the Division then proceeded to discuss in detail the <br />implementation of the corrective actions for the site. We agreed that by this <br />month's Board Meeting date of April 22, 1992, Mid-Continent will submit a <br />letter stating that the mine signs and markers were in place by <br />April 10, 1992. In this same letter, Mid-Continent is also to include a <br />commitment to both install straw bales in the drainage channel below the fines <br />stockpile and commence the regrading of the fines stockpile benches for water <br />diversion purposes. It was agreed that these activities would begin <br />immediately, and that the Division would recommend to the Board that a Cease <br />and Desist Order would be in effect at the quarry until these two corrective <br />measures were completed. <br />The Division and Mid-Continent further agreed that Mid-Continent will submit <br />by May 15, 1992 hydrologic designs for the two proposed upland diversions, the <br />proposed access road culvert, and any required riprapping. Mid-Continent is <br />also to commit to installing these structures by May 29, 1992. In addition to <br />these two items, Mid-Continent is also to commit to rotot111ing the crusher <br />fines in the drainage channel below the stockpile, amending them with either <br />peat moss or dry manure, and reseeding them, all by November 2, 1992. <br />
