Goemmer, <br />Permittee <br />Dear Mr. Goemmer: <br />During a recent file review I came across what appear to be discrepancies in <br />your file. I will address these in this letter and ask you to respond. <br />Please know that this is not a Notice of Violaticn, but that I need <br />information from you regarding what I perceive to be problems. <br />Correspondence from you in 1983 and 1984 indicates that, at that time, you had <br />plans to construct an a<.;phalt plant and a concrete batch plant on the <br />permitted property. Approval of your application for a technical revision was <br />made contingent on having an approved Dlan for disposing cf excess asphalt and <br />concrete. To date, we have not received ~,vritten information about disposal of <br />these materials. <br />A second item deals with an inspection conducted in 1986. During the <br />inspection, the Reclamation Specialist noted that topsoil stockpiles were not <br />seeded and had steep slopes, and that topsoil was not being salvaged during <br />mining. He recommended that topsoil stockpiles stored longer than one growing <br />season should be graded to slopes of 3H:1V or less and seeded with perennial <br />cover, and that topsoil should be removed from pit highwalls before mining. <br />To date, we have no written information that these recommendations have been <br />followed. <br />Thirdly, your recent annual reports are confusing in that they do not state, <br />specifically, how much material you are extracting from your pits each year. <br />They do state how much material has been used for state and county highway <br />maintenanc>, and they do state in an unclear manner how much material you have <br />crushed. However, the reports do not clearly note the amount of material you <br />have extracted from the ground. Your permit allows you to extract no more <br />than 70,000 tons per year but the annual reports can be interpreted to show <br />that you may have removed more than that amount. <br />
