Outfall 001: NPDES Permit
CO-0027154, Cyprus Yampa Valley Coal Corti.
As discussed with Don Homer of your Department, CYVCC needs to
augment the discharge rate from outfall 001 for the refenced
permit. This increased discharge is necessitated by a violation
received from Division of Minerals and Geology, which requires us
to drop the water level on this pond by mid-month.
As discussed with Don, CYVCC proposes the use of a pump, which will
either be routed into the top of the riser, or will be run down the
face of the embankment to the discharge point, to accomplish the
necessary draw-down of the pond. In addition to the pump, CYVCC may
also utilize a limited number of siphon tubes over the embankment
to supplement the de-watering. These siphon tubes would also
discharge at the mouth of the discharge culvert. Due to the routing
of the supplemental discharge, CYVCC would need to temporarily move
downstream a short distance from the established compliance point
(at the end of the discharge culvert) to monitor all discharge
flow.
Weekly samples will be collected per our normal monitoring
requirements, and daily visual assessments are planned during the
supplemental de-watering process. CYVCC does not anticipate any
problems with meeting the applicable water quality standards during
this process.
