The step necessary to abate the violation is to <br />submit to the Division, an application for a technical revision <br />to revise the operations plan in the permit by August 12, 1991. <br />Enclosed is the required application for a technical revision <br />which revises the operations plan, to clarify Somerset's practice <br />of hauling coal to the Elk Creek Facilities Area. <br />It should be noted that this is a paper work problem not an <br />operations problem.
