Lang
Division Director
I have reviewed the responses submitted by Savage and Savage on October 2, 1996, for
Oakridge Energy, Inc. addressing the Division's Mid-Term Review, conducted in February
1996. My comments follow:
ll.a) The Division identified seeding rate errors in the reclamation "Grass and
Shrub Seed Mix", Permit Table 5-6, during the mid-term review. The Division
requested that OEI adjust the seed mix in Table 5-6 to provide for a range of
20-40 PI.S/ square foot.
OEI's response was to revise the seeding rate in Table 5-6 to an appropriate
seed rate of 37 PLS/acre. However, OEI has also chosen to substantially
alter the makeup of the mix. The Division had anDroved a seedmix composed
of:
six (6) cool season perennial grasses
three (3) warm season perennial grasses
three (3) perennial fortis
two (2) perennial legumes
five (5) shrub species strip seeded separately from the grass /forb mix.
Aside from the PLS rate the Division's only concerns with this diverse
seedmix was the weighting of 99% of the "lbs./acre PIS" to grass species, and
the inadvertent elimination of the legume component in the overall mix. The
Division chooses not to approve the October 2, 1996 proposed seedmix which
would change the seedmix makeup to:
seven (7) cool season perennial grasses (70%)
one (1) perennial forb (11%)
two (2) perennial legumes (19%)
eliminate the strip seeded shrub component
